Santo Domingo – El Gobierno dominicano ha logrado avances significativos en su estrategia de planificación energética, que ha sido fundamental para impulsar el crecimiento de las energías renovables y orientar al país hacia un futuro energético más sostenible.
El director ejecutivo de la Comisión Nacional de Energía (CNE), Edward Veras, destacó estos logros al revisar los avances y desafíos del Plan Energético Nacional (PEN), durante el 1er Foro Empresarial de la XXIV Reunión Anual de Entidades Iberoamericanas de Reguladores de Energía (ARIAE).
Veras señaló que la falta de planeación a largo plazo había sido un desafío para el mercado eléctrico dominicano, lo que llevó a errores en la integración de energía. Sin embargo, en la actual administración, se ha puesto un énfasis renovado en este aspecto, con la emisión de una primera versión del PEN en el año 2022, que establece una hoja de ruta clara para la expansión de la generación en base a gas natural y la integración de energías renovables.
«Si queremos evaluar ese plan, yo le pondría un 100 porque realmente el Estado dominicano ha tomado las medidas para expandir la generación tanto a corto, mediano y largo plazo. Por igual en energías renovables nos hemos ganado un 90», comentó Veras.
El funcionario destacó que fruto de estas medidas acertadas, el sector energético se ha consolidado como un atractivo para la inversión. «Por ejemplo el decreto puente 608-21 permitió la firma de unos 36 contratos de compraventa de energía, así como la agilización de los procesos de cada una de las entidades», indicó.
Además, Veras señaló que desde la CNE se han implementado medidas regulatorias para fomentar la inclusión de sistemas de almacenamiento en nuevos proyectos, lo que contribuye a mitigar las variaciones en la producción energética, específicamente en la solar, y mejorar la estabilidad de la red eléctrica.
«Hoy hemos tenido ese gran espaldarazo que el sector privado nos ha dado, ya hemos emitido dos concesiones definitivas con sistema de almacenamiento, una está en proceso de construcción y hay unos 18 proyectos aproximadamente que hoy se evalúan», informó.
Destacó que uno de los retos que tenían era la planificación de la red, sin embargo, ya la mayoría de los proyectos que se están concesionando tienen acceso a la red y existe la facilidad regulatoria para que la inversión privada, vista desde la óptica de interconectar un proyecto, sea renumerada a través del mercado.
Asimismo, la transmisión no es un gran problema para la República Dominicana.
La próxima fase de la planificación energética se centrará en abordar los desafíos específicos que puedan surgir en la integración agresiva de más energías renovables, incluyendo consideraciones ambientales como el uso del suelo.
